LACIL is a private non-profit charitable organization whose duties and responsibilities are established in state law (which cover all 16 of Virginia’s Centers for Independent Living). CIL’s are non-residential programs intended to provide assistance to people with disabilities to live independent lives in the local community (out side of institutions) to the maximum extent possible.
